Appointment of MLSS

2. The reasons for such decision were as follows:

a) Usually MLSS discharges services for the office file movement in different rooms within the same campus. Outside dispatch work is done by the dispatch rider. In fact, this work can be done by the personal assistant or private secretary to the officers or by officers themselves in case of urgency on confidentiality.

b) MLSS generally prepares tea for concerned officers within the office room and discharges an officer's private services including working for domestic use.

c) Nowadays, many graduates enter this service as MLSS, sometimes concealing their higher education certificates. After appointment, when he finds he is really in a lower subordinate service, he feels disgraced and neglected resulting in resentment followed by violent and unruly trade union practices.

d) MLSS is a blocked service having little scope for promotion. This generates greater resentment at the middle age of service when there is no opportunity to revert. Thus, they do not in fact discharge any services in the offices except looking for some other jobs or indulging in private trade. A few of them take the course of leaking secret office information or documents to the clients or parties in exchange of some gratification.

The present government, despite knowing all these facts very well, has decided to withdraw the embargo . Unfortunately, it is not aware of the damage it is going to do to the nation in the long run.
