Bad governance!

The present government will buy fuel from Kuwait on 180 days' credit or differed payment. So, the premium or rate of interest will probably be higher than normal. Who pays the bill? Of course, the next elected government.

The four party alliance government has been reported to be negotiating a power station deal with a dubious party. If it gets through who pays the bill and shoulders the entire burden and bad name? The next elected government.

No electricity of consequence was generated in the last four years. The people will keep on suffering for at least five years, if not more, due to the present government's inefficiency and apathy. But all the brickbats will fall on the next government.

There are numerous such examples of passing the burden on to the successor.

How should we describe this kind of governance? Irresponsible or anti-people or insensitive or self-seeking or cruel or heartless?
