BTC Training Centres
The private sector may be encouraged to get their bus and truck of drivers, mechanics and technicians trained at the BRTC centres. It is a huge undertaking involving thousands of trainees. There are no NGOs to help in such undertaking. There is a severe shortage of genuine and qualified training centres in the transport sector, although fake schools abound, and it is so easy to get a false paper Certificate. Surveys (press reports) indicate that the majority of road accidents are due to poor driving, and poor maintenance of motor vehicles.
BRTC should concentrate on training programmes and run some model services, for replication. The QC concept has to penetrate the informal and SME levels. This is not possible without a solid base of Trainers. Therefore more attention has to be paid to Training of Trainers. The publication side of BRTC is also week, with hardly any release of Manuals for newcomers and apprentices in driving and maintenance areas. The official licensing and registration offices are deep breeding grounds of corrupt practices, endangering public services in the background. The DCC is also suffering from the same lacuna. What the management specialists are doing in government offices? Let us beware of publicity-prone projects initiated by political pundits.
