Building collapse

In recent years we read the news of a couple of buildings collapsing. After every incident the land or building owner is held responsible. As if all faults are his or her. In fact, when a building is constructed the owner, other than providing money, does not have any significant role. S/he heavily depends on the engineers and other construction staff. The building is constructed with the documents prepared by the engineers. If the owner is a non-technical person s/he does not understand anything of construction.

S/he depends heavily on the carpenters and engineers. Building construction materials are also to be purchased from the market. When these materials are manufactured who ensures the quality? From the government side, obviously, there is someone to certify the product but in the market when we purchase these materials we do not find any paper, which certifies the quality of these products. If any building owner constructs a building with low quality materials and because of the low quality the building collapses, then who should be held responsible?

I think the government should declare a construction policy where these things should be clearly written.
