Certification fee

We all expect the best care and service from our own embassy abroad. But surprisingly (may be it's usual) their services are not up to the mark. For each of their service, everyone has to pay an unreasonable amount of money. Like the certification fee, every paper certification fee in UK costs 12 pounds. They are pleased to show the government circular where this is written. I was so stunned when I saw that circular.

My question is why these people are here and what kind of services they are supposed to render. The passport extension fee is also higher than any other country in the world.

Is there anyone to look into this matter?
