I would like to draw your kind attention on Para 3 of "Corruption in the communications ministry", here in your paper you have elaborated IMED as "The Implementation, Monitoring and Evaluation Department". But so far my knowledge goes; the exact elaboration will be: Implementation Monitoring and Evaluation Division. There is no comma after
'Implementation' and the last word will be 'Division' not 'Department'.
