Floating government offices
There is also a need for floating go-downs on boats (large barges), which could be towed to the sites quickly. The governance has to be maritime-oriented in this huge delta region, with 300 rivers and thousands of canals and water bodies.
The building designs have to be flood-proof, with the ground floor acting as pier/ghat (as the modern high-rise buildings in the cities have garage/parking space). The construction materials have to be flood-friendly.
Another sector needs review: commissioning of a chain of shipyards (South) in the formal sector for mass production of standard types of launches, for open sale, and for the network of government floating offices. At present the design and safety standards and specifications are disregarded during construction of boats, launches and small steamers in the private yards. This area has to be regulated, for public safety, and for encouraging good design culture (politics also needs cultural orientation).
It is a paradox that our shipyards in the formal sector are running at a loss (as also the jute mills)!
