Non-govt college teachers
From this, a conception prevails among the teachers of the non-govt. college teachers that their status is determined by the salary subsidy allowed by the government and not by the promotion procedure prescribed by the National University and followed by the non-govt. college authorities. The idea that government salary subsidy has some role to play in determining the status and designation of non-govt college teachers is entirely wrong. The salary subsidy allowed by the government has nothing to do with the status of non-govt. college teachers. It is the college governing bodies which have the sole authority in recruitment and promotion of the teachers as per regulations of the National University.
No embargo is put by the NU on promotion of non-govt college teachers up to the rank of professor . The govt subsidises the salary of non-govt teachers within its financial limits and for the sake of easy calculation of the amount of money to be paid to the teachers concerned, two scales are followed as the basisone for lecturers and the other for assistant professors.
It may be mentioned here that 80% of the financial budget of the public universities like Dhaka, Rajshahi and Chittagong is funded by the government; but this does not compel these universities to follow the government regulations regarding appointment, promotion and extension of services of their teachers. The university statutes control the status and designation of the teachers of universities. The non-govt colleges are autonomous bodies like public universities. If the service conditions of university teachers are not affected by the govt grants received by them, the service conditions, designation and status of non-govt teachers are also bound to remain unaffected by the salary subsidy granted to them by the govt.
It is hoped that the misconception prevailing among the non govt college teachers about their own status and designation shall be dispelled and the college authorities of all the non-govt colleges would kindly take necessary steps for due promotion of their teachers by breaking the rock of a long conceived misconception.
