Pajero and sweepers

In some places on the street we often see many Tokai(s) in the garb of road cleaners, working round the clock. Sorting the garbage out of the held containers causes foul smell and health problems for the passers-by and residents of the area. Later it is found that most of them have been deployed by the DCC. This can have bad effects on our health.

Are those children supposed to do the job of road cleaners? We need an answer to this.
