Politicisation of the administration

I would like to draw your attention to the figure that at present 2,500 first class government high and trained officers holding the ranks of Additional Secretary, Joint Secretary, Deputy Secretary, Senior Assistant secretary and others have been made 'OSD' mostly on political consideration, when there is a huge shortage of such trained officers for serving the people who pay their salary. The government is spending about Tk 5 crore a month on these OSDs but receiving no service from them. We could have set up 5,000 schools/ every month with this amount of money. It seems that our government is the richest government in the world!

My question is : Who will be made responsible for this tax payers' money misuse? If these 2,500 officers are made OSD on political grounds, are rest of the officers 'cadres' of the ruling party?
