Presidential mercy

Only the family of the assassinated person should extend the mercy to the assassin, and the assassin must get pardon from the victim's family and unless the family of the victim extends mercy, the Head of the State should refrain from exercising his constitutional power of granting mercy. The victim's family must get adequate compensation.

It must be made a constitutional obligation for the President, before he extends mercy, to consult the victim's family - who might be in need of financial assistance and as such unilateral granting of mercy should have another clause added that consultation with the victim's family will be made compulsory .
