Robbery of employees' salary

This is taking place regularly and causing severe financial damage to both owners and workers. But how much is being done by the policy makers and administrators as a preventative measure?

Why doesn't the government make it mandatory (or at least attractive) for the organisations to deposit the employees' salary into their nominated bank accounts? This should minimise the practice of carrying a huge amount of cash (salary of all employees in carry bags) which provokes this type of crimes.

Is it not possible to set up special banks for economically underprivileged workers to provide free basic but reliable banking services? Would anybody like to comment on this thought?
