Sheikh Hasina's trip to India

We were led to believe that Sheikh Hasina was to be the recipient of an award in Kolkata, and since she was visiting India, she would also meet the Indian leaders. But, since the award turned out to be unworthy of someone of her stature, Sheikh Hasina would skip the ceremony entirely ( She finally received it, though) Were her colleagues unable to determine the quality of this award before accepting it in her name? If a trip to receive an award of no repute was the sole impetus behind her trip, was it not simply a waste of money and time?

We are approaching some crucial months in our country, and the time would be better spent on the ground with the people of Bangladesh, not the leaders of neighbours, however amicable they may be to us.

Sheikh Hasina's trip simply does not make sense to me.
