Transparency in recruitment
In the government recruitment system, if the minimum requirement is fulfilled the candidate is at least called for an interview. If not s/he has the right to challenge before the concerned authority/court. But in the international institutions, no one knows how the short list is prepared, who are being called for interview and on what basis. But eventually it is found that only people having good "links" and able to pursue their application are recruited. I ask is it not on the basis of canvassing or persuasion? Then why these organisations always talk about transparency, accountability and in their advertisements underscore that "canvassing is discouraged"?
