Ward or 'word' commissioners?

What I found about them is that they are all losers. They fail to meet their promises. Most of them are uneducated ( sorry, I don't have any other word for them) and only because of money they dare to contest the elections. Therefore, we badly need ward commissioners who will not speak much but work a lot.
