A wartime president?
Recently, there has been a great deal of coverage regarding the detainees in Guantanamo. The US administration insists that that they are "enemy combatants" because as the American Secretary of the Navy pointed out, "there's no declared war between the countries."
Now, based on that logic, how would the American authorities react if the American bounty hunters in Kabul were declared "enemy combatants", not given access to American officials, and tried in special secretive tribunals? We know that there was no declared war between the US and Afghanistan.
On a separate note, if there is no declared war, why is President Bush so fond of calling himself a wartime president?
