Who will pay for the loss?

Now the question is who will pay for the unnecessary expense of this huge amount of money?

Logic dictates that the persons responsible should be asked to compensate for this loss incurred by the nation. In no way should the burden be shifted to the poor tax- payers who had no contribution to the dirty game.
