Why this delay?

The High Office in the Old Gonobhaban seems to suffer from great inertia. Example: While everybody else including the retired employees of the government are drawing their benefits under the new pay scale, the retired armed forces personnel are yet to get theirs, as a JSI could not yet be issued, even after such a long time.
