Why this wastage of natural resources?

Shouldn't we use our own experts? What do our engineers do? If they need advanced training and technological support, why doesn't the government provide them with the same? When we have been endowed with such a huge quantity of natural gas, which is worth billions of dollars, expending thousands of dollars to train our own professionals will be no wastage of money. Rather, it will increase our confidence to explore and utilise our potential resources with the least possibility of great loss out of mishandling. We may in no time become one of the richest countries in this region like the oil-rich Arab countries. So what are we waiting for?
