Can laws alone protect our rivers?

In order to protect our rivers and waterbodies, the High Court had declared them as living entities. With pollution increasing each and every day, government bodies like BIWTA filling up rivers, and encroachment by unscrupulous business entities, our insincerity in protecting our rivers is apparent.
