Does communal aggression have a political root?

At present, there seems to be a massive lack in teaching the value of mutual respect in our education system. There is also no place for protest or criticism in the society. The existing political system in the country makes it easier for fundamentalist forces to develop. Combined, these issues have resulted in the attack on the Hindu community during the recent Durga Puja.
