How customs officials failed to detect a new way of smuggling currency

Aviation security of Hazrat Shahjalal International Airport has seized foreign currency worth Tk 12.5 crore while it was being smuggled in a manner that has not been seen before.

The garments consignment in which the currency notes were being smuggled was supposed to be checked by the customs authority and somehow got a clean pass.

How did aviation security manage to foil the plot of the currency smugglers? Who are the perpetrators? And why did customs officials fail to detect so many notes inside the consignment?
