Will this be yet another mismanaged lockdown?

At a time when each and every moment can be the decisive factor for saving countless lives -- the government is yet again caught up in indecisiveness.

Within 24 hours of the decision to enforce a complete lockdown, the government came up with a new announcement. The countrywide complete lockdown will be enforced from July 1 (Thursday), not from Monday (June 28). As the coronavirus situation of this country is possibly at its gravest and the National Technical Advisory Committee (NTAC) on Covid-19 recommended immediate "complete nationwide shutdown", why is the government failing to adapt an effective pandemic management plan of action after all these months?
