Strengthen budget transparency to build public confidence

The finance ministry made the call through a circular

The government managed to implement 85 per cent of the budget in the last fiscal year despite spending a huge amount as subsidies and incentives, raising questions about the trend of unveiling bigger budgets year after year.  

The budget implementation rate has been falling consistently for the last seven fiscal years, exposing poor capacity of government agencies and the widening gap between planning and execution.
