The Ministry of Health and Family Welfare has made civil surgeons of 29 districts officers on special duty (OSD) and attached them to the Directorate General of Health Services.

However, the official orders did not clarify the reason behind the decision

These officials had served as deputy commissioners and returning officers in the 2018 national election
