Floods have struck four northern districts -- Lalmonirhat, Rangpur, Nilphamari, and Kurigram -- as the Teesta river rose above the danger mark following heavy rain and onrush of upstream water.

We do need a Teesta megaplan, but not the one that the BWDB is proposing.
